Development of the National Transportation Strategic Plan in Thailand: Lessons Learned in the Past and Directions for the Future

ABSTRACT

Transportation strategic plan can be considered a crucial approach for achieving transportation strategic objectives and goals of the nation. During the past, despite the existence of the Ministry of Transportation, most of transportation plans and policies in Thailand customarily followed those established by National Economic and Social Advisory Council via the so-called National Economic and Social Development Plan, inevitably resulting in several conflicting imbalance between policies and implementations. One of the main difficulties of the current strategic plan is owed to the non- inclusiveness and sometimes inconsistency of the plan’s formulation. This study attempted to investigate and assess the past and current national transportation strategies in the context of its internal and external factors that could plausibly affect and shape the future of transportation sector in Thailand. A new national strategic plan was proposed in the present study to tackle the aforementioned issues. The plan was elaborated along with the concept of three policy aspects towards the nation’s economic growth and development, including, competitiveness, efficiency and governance. By appraising the strategic plan with other developed countries such as the United States, New Zealand, and Australia, several aspects were identified in order to pinpoint sources of problems in formulating the appropriate strategic plan for the country. It is hoped that, if appropriately implemented and seamlessly linked with the nation’s master plan, the proposed national transportation strategic plan could spur sustainable transportation development and hence potentially lead to economic prosperity of the nation.
