ABSTRACT

Despite the commonly known fact that solving chronic traffic congestion problem is currently considered a critical issue and must be promptly taken into action, the definition of congestion in Thailand is still unclear and does not precisely reflect actual traffic conditions.  In addition, no organization has taken the lead role in setting up the standards, hence making the traffic congestion confound and difficult to be evaluated. The solution to the aforementioned problem could be an initiative systematic effort to develop traffic congestion indicators. This paper aims to illustrate several congestion indicators used elsewhere, as well as present the status quo of congestion indicators in Thailand, especially those being employed in Bangkok and surrounding areas. Key problems and difficulties are discussed, along with suggestions on how to propose traffic congestion indicators that are suited for Thailand. It is suggested that in the long run, government needs to initiate a full-fledged study in order to develop a system-wide congestion index and consistently implement the developed indicator.
