บทคัดย่อ
ในปัจจุบันประเทศไทยได้ให้ความสำคัญต่อปัญหาอุบัติเหตุจราจรอยู่ในลำดับต้นๆ โดยมีการรณรงค์ป้องกันและแก้ไขปัญหาดังกล่าวอย่างต่อเนื่อง อย่างไรก็ตาม หากพิจารณาในเชิงวิศวกรรมแล้วจะพบได้ว่า การศึกษาวิเคราะห์ข้อมูลอุบัติเหตุจราจรรวมไปถึงการเสนอนโยบายตลอดจนโครงการแก้ไขปัญหาอุบัติเหตุต่างๆ ยังมิได้เป็นการศึกษาที่ครอบคลุมทุกขั้นตอนของความปลอดภัยทางถนน และยังมิได้เป็นการวางแผนอย่างเป็นระบบ ส่งผลให้การบริหารดำเนินการเป็นไปอย่างไม่มีประสิทธิภาพสูงสุด ระบบบริหารงานความปลอดภัยทางถนนจัดเป็นเครื่องมือที่สามารถแก้ไขปัญหาดังกล่าวได้ บทความนี้จึงมีวัตถุประสงค์เพื่อนำเสนอถึงความจำเป็นของระบบ รวมไปถึงการพัฒนาระบบดังกล่าวสำหรับสายทางในความรับผิดชอบของกรมทางหลวงชนบท โดยครอบคลุมถึงองค์ประกอบ รายละเอียดของระบบและประโยชน์ที่ได้รับจากการประยุกต์ใช้ระบบดังกล่าว รวมไปถึงแนวทางในการพัฒนาต่อไปในอนาคต

ABSTRACT
Thailand has paid high attention on traffic accident problem, as can be seen by rigorous and continuous campaigns and measures on road safety. However, in terms of engineering measures, it can be observed that the analysis of traffic accident data, as well as proposed measures to reduce road accidents, is not being conducted conclusively, nor the practices are being planned systematically. This could result in an inefficient road safety program. The road safety management system can be applied as a tool to surpass such obstacles. This paper presents the needs for road safety management system and outlines development framework for highways under the jurisdiction of the Department of Rural Roads, embracing the components of the system, underlying details, and the potential benefit of the application of such system, as well as future development guidelines to improve the current rural road safety management system.
